These DTH Tri Shorts are from Champion Systems. This is the Apex Series (Link or Blade) of their Tri Short.

The Link version features contoured, body-forming panels, flatlock stitching, and upgraded Elite tri-specific pad.

The Blade version is similar to the Link but features side pockets designed to store energy bars or gels.
